Minnesota Community Solar Rules

Minnesota Community Solar opportunities can include LMI, Open Residential and Commercial subscriptions depending on project availability, utility territory and provider terms.

LMI Qualification

LMI customers may qualify through approved benefit-program participation, household income requirements or other approved verification methods.

No Rooftop Panels

Community Solar is generated off-site. Eligible subscribers receive bill credits associated with their subscription rather than installing panels on the residence.

Commercial Options

Businesses, churches, nonprofits and other organizations may be able to participate through qualifying commercial Community Solar opportunities.

Confirm the correct service territory.

The customer must be eligible for the specific project and utility territory serving the subscription.

Determine the customer type.

PROS can review whether the customer fits an LMI, Open Residential or Commercial opportunity available through the applicable provider.

Verify LMI eligibility when required.

Income-qualified programs require approved documentation or an accepted eligibility pathway.

Review the disclosure and subscription agreement.

Customers should understand savings, billing, moving, cancellation and subscription terms before signing.

PROS Minnesota savings message: PROS may offer Community Solar options producing approximately 10%–40% savings depending on the customer, program, project and provider agreement. The signed customer documents control the final terms.

Can renters participate?

Community Solar does not require rooftop panels, so eligible renters may be able to participate when the electric account and available project meet program requirements.

Does every customer have to be LMI?

No. PROS can work with different Minnesota Community Solar customer types depending on the available provider and project, including LMI, Open Residential and Commercial opportunities.

How much can I save?

PROS Minnesota offers can vary. The customer should rely on the actual disclosure and subscription agreement for the final discount and billing terms.

Illinois Community Solar can allow eligible renters and homeowners to receive off-site solar bill credits without installing rooftop panels.

PROS Illinois savings message: If the applicable PROS/partner agreement provides a 20% Community Solar discount, present that as the customer offer. Do not describe 20% as a universal statewide guarantee unless the governing agreement says so.
Important: Your customer-facing website and field materials should identify the actual program and provider connected to the customer's enrollment and should match the current provider-approved disclosures.

Can renters participate?

Yes, eligible renters may participate in Community Solar because the solar project is off-site and no rooftop installation is required.

Do I need solar panels on my home?

No. Community Solar uses an off-site solar project, and the customer's subscription can generate applicable utility bill credits.

Does every Illinois customer automatically receive exactly 20% savings?

No. The actual customer discount should match the specific PROS/partner agreement and disclosure presented during enrollment.
